Abstract:
The article discusses some aspects of the constitutional development of modern Russia. In the early 90s, the economic, political and social situation in the country changed. To form the constitutional foundations of a new democratic state, it was necessary to determine the direction of movement. With the adoption of the new Constitution in December 1993, the next stage in the development of Russian constitutionalism began. However, more than 25 years have passed since the adoption of the Constitution, and Russian legislation objectively needs changes. The evolution of the development of society requires modification of even the basic law of the state, but these should be weighty and balanced changes. In the opinion of the authors, a longer process is needed to discuss and prepare such important constitutional amendments. In order to resolve issues about the functioning of state structures, it would be possible to simply amend federal legislation. For the rest of the President's initiatives, it was necessary to give time for discussion and testing in a number of regions in the form of pilot projects. As a last resort, it was possible to amend certain articles of the Constitution itself without holding a popular vote, which fully complies with the regulations for the adoption of the federal constitutional law.
